James Clark Nicoll, a 52-year-old baker from Perth, Scotland, who emigrated to Council Bluffs, Iowa with his wife and five children in 1871, was found dead Tuesday morning, March 17, 1885, lying frozen in about 15 inches of water in a Tenth Avenue Council Bluffs ditch that led into Indian Creek.

On March 6, 1967, the body of Gloria Fay Slump was found under a railroad trestle located three miles south of Council Bluffs, Iowa. The deeply religious Omaha, Neb., brokerage house worker had been beaten, stabbed 14 times in the throat with a dull knife or an instrument similar to a beer can opener, and left under the trestle to bleed to death.

Officer Stephens was accompanying the manager (Rayer) as he counted the day’s receipts in preparation for a night deposit.

The victim was taken by ambulance to Mercy Hospital where he was pronounced dead on arrival and identified as Edward Leroy Hickson.

When officers arrived at the scene, Linda Mayfield, 21, was found lying face down by the north office door. The responding officer said the victim had several stab wounds to her face, chest, stomach, hand and foot.

On January 12, 1999, Kimberly Ratliff, 22, was found in a car left in the parking lot of People’s Natural Gas at 1414 West Broadway in Council Bluffs, Iowa. Her throat had been slashed. An employee clearing snow from the sidewalk found Ratliff inside her white 1988 Plymouth Sundance at about 10:40 a.m.

On Friday, Council Bluffs police detectives requested and were granted an arrest warrant for Matt W. Kennedy, accusing him of first-degree murder. Detectives allege that Kennedy was involved in the brutal murder of his stepsister, Kimberly M. Ratliff, the Council Bluffs Police Department said in a press release.

Around 10 p.m. on the night of September 27, 2007, Robert Bruce “Kip” Bates was shot twice while working at the Carter Lake “Jump Start” convenience store. Bates was working alone at the store when he went out the front door to take a break. There, he was shot twice in about two seconds.

    Henry Christensen was shot dead in Council Bluffs in 1941. His ex-wife was acquitted, and no one else was ever deemed a strong suspect.

    Retired police capt. John Schweer was murdered in Council Bluffs on July 22, 1977. Two Omaha Ne males, Terry Harrington & Curtis McGhee, were convicted of this crime and sentenced to life based on the testimony of two other people (Kevin Hughes & a Miss. Pride, who happened to be dating each other.) After 25yrs of fighting for his innocence the case went all the way to the US Supreme Court. Before the big 12 in DC laid down their decision Council Bluffs reached a plea agreement with Harrington and McGhee and the were released. A mistrial was declared.
    Doesn’t this make Schweer’s case unsolved?
