William Ralph “Billy” Talbert II, of Des Moines, Iowa, was killed in a drive-by shooting in Des Moines early Sunday morning, September 3, 1995, as he stood on a sidewalk.

Police said more than a dozen bullets were fired out of a speeding car shortly after 4 a.m.

Talbert, 18, was shot in the head and later died in surgery.

Police were looking for a white Monte Carlo sedan with a torn white vinyl roof.

Antonio Nelson, 18, and Thomas Buckner, 19, were later arrested and charged with murder in Talbert’s death. In a Cedar Rapids Gazette / AP story dated Dec. 28, 1995, Polk County Attorney John Sarcone said the case against Nelson and Buckner was dropped because some witnesses changed their story to police, leaving insufficient evidence to make a strong case.

Sarcone said the charges were dismissed without prejudice, which means charges could be filed at a later date if necessary.

Talbert’s murder remains unsolved.
